Job Overview

The Lead Hand – Solid Waste is responsible for supervising daily operations of the solid waste team, ensuring efficient, safe, and compliant delivery of services. Key  duties include overseeing staff training, performance, and adherence to Occupational Health and Safety (OHS) standards. The role manages equipment, vehicles, and tools, ensuring  maintenance and readiness. It also involves administrative oversight such as reporting, scheduling, timesheet  verification, and documentation. Specific responsibilities include maintaining  solid waste collection sites, monitoring bin conditions, coordinating compost and recycling routes, and ensuring cleanliness and safety around collection areas. This role requires strong  leadership, attention to detail, and the ability to support both operational and administrative functions.

    Work performed:  

Staff Supervision & Support

  • Train staff and ensure certifications are current.
  • Track staff performance, schedules, and timesheets.
  • Submit timesheets and leave requests to management.

Daily Operations

  • Assign daily tasks and routes.
  • Keep a daily log and write weekly progress reports.

Equipment & Vehicle Management

  • Check that vehicles, tools, and equipment are clean, safe, and working.
  • Make sure operators do basic maintenance and follow safety protocols.
  • Arrange repairs and report issues.

Site & Bin Oversight

  • Inspect collection sites and bins for safety and cleanliness.
  • Ensure bins are placed correctly, labeled, and secure.
  • Schedule cleaning, deodorizing, and snow/ice removal.
  • Keep sandboxes filled at collection sites.

Recycling & Composting

  • Plan and manage compost and recycling routes.
  • Check bin capacity, cleanliness, and liners—especially in winter.
  • Report damaged or misplaced bins.

Inventory & Supplies

  • Track inventory of PPE, tools, carts, liners, and other supplies.
  • Restock materials as needed for daily work.

Communication & Records

  • Keep staff records up to date (training, performance, etc.).
  • Share updates with management and other departments.
  • Document communications and procedures.
  • Educate the public and businesses on proper waste and recycling practices.

Job Requirements

Required:

  • Post-secondary education in Waste Management, Environmental Services, Public Works, or a related field.
  • Minimum 3 years of experience in solid waste, public works, or grounds maintenance operations.
  • At least 1 year of experience in a supervisory or lead hand role, preferably in a municipal and/or unionized environment.
  • Experience coordinating staff and equipment in daily operations.
  • Familiarity with the maintenance of waste collection bins, composting/recycling systems, and related infrastructure.
  • Experience operating and performing inspections on light-duty vehicles and tools used in waste collection.
  • Equivalencies may be considered on the basis of one year experience for one year of education.
  • Candidates with lower qualifications are encouraged to apply and may be considered at a lower classification and pay.

Preferred:

  • First Aid/CPR, WHMIS, OHS training.
