Job Overview

The Human Resources Consultant provides essential support to the Human Resources Manager (HRM) in delivering client-focused HR services, with a strong emphasis on HR analytics, leadership development, and employee and union relations. Following the Jasper Wildfire, this role will play a pivotal part in the Municipality’s recovery efforts by managing workforce challenges, supporting employee wellness initiatives, and advising on staffing adjustments required due to the emergency response and recovery process. The HR Consultant serves as a key point of contact for managers and employees, offering day-to-day guidance, particularly in complex HR situations that arise during wildfire recovery. Operating independently while collaborating with the HRM and senior leadership on various HR projects, including workforce planning and collective bargaining, the role supports the Municipality's strategic recovery goals. 

 A crucial aspect of this position is leading the development and management of HR analytics and data reporting for the Municipality, providing insights and recommendations that inform both daily operations and recovery-related decision-making. The HR Consultant also plays a critical role in supporting union-related activities, including wildfire recovery workforce agreements and the collective bargaining process. Additionally, the position develops HR performance metrics and key performance indicators (KPIs) that align with workforce development and recovery goals, contributing to the Municipality’s overall vision for recovery. 

Work performed:  

Wildfire Recovery Support 

  • Assist in managing HR aspects related to wildfire recovery, including staffing realignments, emergency hiring, and employee support programs. 
  • Provide guidance on employee wellness and mental health resources to support staff impacted by the wildfire. 
  • Coordinate workforce planning efforts to address short- and long-term recovery needs. 
  • Collaborate with managers to ensure that HR strategies align with recovery objectives, offering advice on employee transitions and role adjustments. 
  • Support the HRM and senior leadership in communicating recovery-related HR updates, policies, and initiatives to the workforce 

Strategic HR Consultation 

  • Act as the primary HR point of contact for managers and employees, ensuring access to HR supports, programs, and resources, particularly in the context of wildfire recovery. 
  • Provide strategic HR consultation to managers and directors, contributing to strategy development, workforce recovery, and organizational planning. 
  • Lead the development, management, and reporting of HR analytics and workforce data for the Municipality, with a focus on recovery-related insights. 
  • Support the HR Manager by integrating workforce data into corporate reporting to inform decisions made by the Senior Leadership Team, especially concerning recovery operations. 
  • Develop HR performance metrics and KPIs focused on workforce recovery and development, ensuring alignment with departmental vision and goals. 

Labor Relations and Collective Bargaining 

  • Support the HR Manager in collective bargaining negotiations, including preparing documentation, providing data analysis, and assisting in discussions with union representatives, especially those related to recovery efforts.

Qualifications & experience:  

Your resume and cover letter must clearly describe how you meet the following minimum qualifications:

  • Bachelor’s degree in human resources, labor relations, business administration, or a related field. 
  • Several years of experience in human resources, particularly in consulting, labor relations, and advisory roles. 
  • Experience working with unions and supporting collective bargaining processes, particularly during recovery or crisis situations. 
  • Experience in managing HR analytics and data reporting. 
  • Experience in providing HR services to managers and senior leadership teams. 

Preferred: 

  • HR certification (e.g., CPHR, SHRM). 
  • Experience in the municipal or public sector. 
  • Experience with disaster recovery HR management.
